Only allow room owners/ops to /scan

Been a while since I posted a suggestion, and I think I have a simple one that would save some headaches.

As the title says, ideally the /scan command should only be available to room operators/owners, or just owners even. Way too often people will join rooms, someone will run /commonpacks, and the new person will just /scan immediately, forcing either everyone to wait, or to have someone kick them.

Should be do-able I'd imagine.

Probably pretty easy other than the fact the script file is behind some root permissions that me or Cube don't have access to at the moment.
